Design Review
A discretionary approval process that evaluates the architectural design, materials, and aesthetic quality of a proposed building to ensure compatibility with established design standards or neighborhood character.
What is Design Review?
Design review is a discretionary approval process in which a design review board, architectural review committee, or planning commission evaluates the visual quality and architectural character of a proposed building or major renovation. The review ensures that the project's design is consistent with adopted design guidelines, compatible with the surrounding built environment, and contributes positively to the streetscape and neighborhood.
What Design Review Covers
Design review typically evaluates: building massing and scale, architectural style and character, facade composition and articulation, material selection and quality, color palette, roof form, window and door proportions, ground-floor treatment and pedestrian interface, signage, lighting, landscaping, and relationship to adjacent buildings and public spaces. The review is based on adopted design guidelines or standards specific to the area.
The Design Review Process
Applicants submit architectural drawings and material samples for review. Many jurisdictions require a pre-application conference to discuss design expectations. The design review body holds a public hearing to evaluate the proposal, which may be approved, approved with conditions (requiring design modifications), or denied. Multiple review sessions may be required for projects that need significant design revisions.
Design Review and Development Timelines
Design review adds time and cost to the entitlement process, but the extent varies by jurisdiction. Some cities have streamlined administrative design review for projects meeting clear design standards, while others require multiple hearings with subjective evaluation criteria. Early engagement with the design review body and thoughtful response to design guidelines can minimize review cycles.
