What is an Owner's Representative?

An owner's representative (owner's rep) is a professional who acts as the property owner's or developer's agent throughout the development process. The owner's rep manages and coordinates the design team, permitting process, contractor selection, construction oversight, and project close-out on behalf of the owner — ensuring that the project is delivered on time, on budget, and to the required quality standards.

Role and Responsibilities

Key responsibilities include: managing the design process and reviewing construction documents, coordinating the permitting and entitlement process, assisting with contractor procurement and contract negotiation, monitoring construction progress and quality, reviewing and processing payment applications, managing change orders, tracking budgets and schedules, and coordinating project close-out including punch list and certificate of occupancy.

When Owner's Reps Are Engaged

Owner's representatives are particularly valuable for: owners who lack in-house development or construction expertise, institutional investors developing properties through third-party teams, projects in unfamiliar jurisdictions or of unusual complexity, and situations where the owner needs an experienced advocate to protect their interests in interactions with designers, contractors, and government agencies.

Owner's Rep vs. General Contractor

The owner's representative works for the owner and represents the owner's interests. The general contractor works under a contract to build the project. The owner's rep provides oversight and management of the overall development process, while the contractor manages the physical construction. These are complementary but distinct roles.
